The last 2 paras are the key: weasel words – particularly the bit about not disrupting “normal operation of wholesale markets” – the whole point is that virtual net metering does have the potential to disrupt operation of “markets” (doubtless EON, RWE etc are whispering words in Angie’s ears even as I write) and as for: ” and the consumers using ‘virtual net metering’ are being charged for the grid services on a transparent basis” – nobody is charged for grid services on a “transparent basis” – nobody – come to that – most grid services are not even procured on a transparent basis. EU electricity markets are, for the most part, fixed by incumbents. The action on virtual net metering is another example of fixing to key the usual suspects in business.
