The challenge is ten times worse than the integration of East Germany in the strong BRD economy. The DDR was poorer, but had a functioning political, economic and social system. Even so, it was hard work. NK is a basket case, with a huge army, a mass of peasants near starvation, and a totalitarian autocracy that will just disappear leaving nothing usable behind. South Korea will have to feed the population first, then build some institutions. That’s it the transition is peaceful – throw in a war, and the problem is ten times worse. The energy system has to be part of the planning. Nuclear is useless for the purpose because it’s too slow to build. They will have to go for renewables plus gas.
