Paying rents to these parasites may be worth it to attract risk capital for major investments, as in India and Mexico. Applying auctions to small volumes, and from a low project size, which is what Germany has done, is a way of killing off community participation. Craig is right to connect the dots with dwindling public support and rising NIMBYism.
